Need of a better measure of inflation

Anshum's analysis:
We calculate inflation over a period of 12 months.. So, the ~10% rate in June is essentially between July 2009 to June 2010..
Now look at this: We had ~3-4% inflation last October. we had a horrible November December following which, rates rose to 13%. Now, it is somewhat on 10%. What is worrying is, as soon as we reach December end, all our concerns about the "high" inflation rate should get over, because, the rates haven't been increasing frantically from Jan to June, it rose in Dec and prices are stable there since..

Now, I am wondering, are we both wrong, or are we all wrong when we are worried about inflation?
